Incentive Calculation Based on Climate Zones
Italy is divided into six climate zones (A-F), determined by each region’s “degree-days,” which affect the amount of the incentive granted. In colder areas, where wood stoves are used more extensively and effectively, the incentive will be higher. The efficiency of the technology and the low emissions of the installed system also factor into the calculation, with high-efficiency products, such as environmentally certified wood stoves, receiving priority.
Who is Eligible to Apply for the Conto Termico?
The incentive is available to both individuals (private citizens and businesses) and public administrations seeking to implement renewable heating systems. Schools, hospitals, and other government buildings are also eligible, promoting the adoption of sustainable technologies in both public and private institutions of all sizes.
Installing New Biomass Heating Systems
One of the most incentivized projects is the replacement of outdated heating systems with modern biomass systems, especially in areas not connected to the gas grid. These systems, such as wood stoves, represent an efficient and sustainable alternative that reduces long-term operating costs. The new system must have a maximum output that does not exceed the previous system by more than 10%, and any increase in power requires a technical justification.
Technical Requirements for Biomass Systems
For systems replacing existing biomass generators, a 4-star environmental certification is required, and a 5-star certification for new installations. In the case of installations in agricultural and forestry areas, these systems must comply with strict environmental standards to ensure low emission levels.
Procedures and Required Documentation
To receive the incentive, it is essential to submit an incentive request to the GSE within 60 days of completing the work. There are two main application methods:
- Direct Access: Intended for those who have already completed the installation, and the application must be submitted within 60 days. The installation must also be registered on the GSE’s PortalTermico, meeting all administrative and technical requirements.
- Reservation: For future projects, allowing applicants to reserve the incentive before work begins. This option is exclusively available to public administrations and energy service companies (ESCOs) that operate on their behalf.
Steps to Apply for the Conto Termico
To begin the process, applicants must:
- Identify the project’s responsible party and register an account on the GSE’s PortalTermico.
- Upload building and project information, as well as the necessary documentation.
- Submit the application through the GSE system, completing fiscal and administrative data.
Once the installation is completed, the applicant must maintain the system in good working condition for a minimum of five years; otherwise, they will be required to repay the incentive received.
